Healthcare costs have soared nationally by 70% over the last five years and such increases are forecast to continue. As the costs continue to rise, employers everywhere, including public employers are looking for new ways to drive down these costs. Good health care is important for our employees, but unless we find a more affordable way to purchase benefits, it will soon be out of reach for many local government employees and their families.
Our current methods of bidding and purchasing benefits have served us well for many years but changes in the health care industry in recent years require that we look at new ways of doing business. Instead of purchasing as hundreds of separate entities, it is time to put our numbers to work in the marketplace and purchase together for tens of thousands of employees. It is no secret that you get better deals when you buy larger quantities, and it is time to put that principle to work for employee benefits.
For the last year, representatives of several cities and the Texas Association of Counties (TAC), the Texas Association of School Boards (TASB), and the TML Intergovernmental Employee Benefit Pool (TML IEBP) have worked to form the Public Employee Benefits Alliance (PEBA) to drive down some employee benefit costs, primarily those associated with health care. With just the charter members, PEBA already has more than 45,000 employee lives and that will bring better pricing to every entity that participates. And that number can continue to grow.
